Akhannouch Chairs Government Council Meeting to Review Key Legal Reforms for Judges and Armed Forces

On Monday, May 12, 2025, the Moroccan Government Council, chaired by Prime Minister Aziz Akhannouch, held its weekly session devoted primarily to examining a set of draft laws and decrees, with the aim of submitting them later for review by the Council of Ministers.
Judicial Reform in Focus
The session opened with a review of Organic Bill No. 09.25, which amends and supplements Organic Law No. 106.13 on the Statute for Judges. The proposal, introduced by Minister of Justice Abdellatif Ouahbi, aims to update and improve the legal framework governing the judiciary.
Four Key Decrees on the Armed Forces
The council then discussed four draft decrees submitted by Minister Delegate in charge of National Defense Administration, Abdellatif Loudiyi, addressing the organization, remuneration, and working conditions of members of the Royal Armed Forces (FAR).
- Decree No. 2.25.366: Relates to military air navigation, updating regulatory provisions for air operations conducted by the armed forces.
- Decree No. 2.25.163: Amends and supplements Decree No. 2.65.046 (dated May 7, 1965), concerning the status of military attachés, their assistants, and related personnel, modernizing roles and responsibilities in line with current diplomatic and defense needs.
- Decree No. 2.25.381: Updates the Royal Decree No. 1.57.015 (dated January 15, 1957), concerning monthly pay rates for military personnel, aiming to harmonize salaries and ensure fair remuneration across different ranks.
- Decree No. 2.25.382: Amends Decree No. 2.56.680 (dated August 2, 1956), which sets the system for progressive pay scales, food allowances, and travel compensations for military personnel. The new draft introduces revised accountability and management rules for these entitlements.
Toward a Modern Legal and Institutional Framework
These legislative and regulatory texts reflect ongoing efforts to modernize the legal framework governing Morocco’s judiciary and national defense sectors, with the goal of improving working conditions and enhancing incentives within key sovereign institutions.
