By the Numbers: Significant Improvement in Salaries, Here’s the Average Monthly Wage of Moroccan Employees
According to the Human Resources Report attached to the 2025 Finance Bill, the average net monthly wage in the public sector increased from 7,300 dirhams in 2014 to 9,500 dirhams in 2024.
The report, published on the Ministry of Economy and Finance’s website, highlighted that salaries have seen an overall improvement of 30.14% during the period from 2014 to 2024, with an annual average growth rate of 2.67%.
This noticeable improvement is attributed to the annual promotions of employees, as well as salary increases approved by the government as part of social dialogue agreements benefiting state employees.
In terms of salary grades, the average net monthly wage was 5,203 dirhams for employees in pay grade 6 and its equivalents, 6,512 dirhams for employees in pay grades 7 to 9, and 11,178 dirhams for employees in higher-level positions (grade 10 and above).
The report also indicated that approximately 3.93% of civil servants earn a net monthly salary between 4,000 dirhams (the minimum wage) and 4,500 dirhams. Additionally, around 15.24% of all civil servants receive a salary of 6,000 dirhams or less.
About 70.19% of civil servants earn a net monthly salary between 6,000 dirhams and 14,000 dirhams, while approximately 3.57% of employees receive a net monthly salary exceeding 20,000 dirhams.
Regarding the minimum wage in the public sector, it has undergone several revisions following government decisions during various rounds of social dialogue. It increased from 3,000 dirhams in 2014 to 3,258 dirhams in 2020, 3,500 dirhams in 2023, and 4,000 dirhams in 2024. It is expected to reach 4,500 dirhams by 2025.
