In a move that raises significant questions about the concentration of power in Algeria’s military institution, President Abdelmadjid Tebboune has appointed General Saïd Chengriha, Chief of Staff of the People’s National Army, as Minister Delegate to the Minister of National Defense. This appointment underscores the continued dominance of the military in Algeria’s political affairs and sparks debates over its implications for the balance between civilian and military institutions. It serves as yet another indication of the army’s enhanced role in political governance at a time when Algeria is navigating critical internal and external transitions.
Saïd Chengriha is considered one of the most influential military figures in Algeria, having assumed the position of Chief of Staff in December 2019 following the death of General Ahmed Gaid Salah. Chengriha has played a pivotal role in restructuring the military institution, further highlighting the significance of his new governmental role, which bolsters his influence within the political framework.
Regarding other changes, the government reshuffle included adjustments in key ministries such as Justice, Industry, and Culture, alongside the establishment of a new Ministry for Foreign Trade.
However, Chengriha’s appointment as Minister Delegate to the Minister of Defense remains the most notable decision, given its profound security and political implications amid the current circumstances.
As part of the reshuffle, President Tebboune renewed his confidence in Prime Minister Mohamed Nadir Arbaoui as well as the Ministers of Energy and Foreign Affairs. The changes follow the resignation of Arbaoui’s government, submitted earlier. President Tebboune announced the cabinet reshuffle after Parliament approved the 2025 budget law, which was finalized in recent days.
