Parliamentarian Rachid Hammouni has addressed a question to the Minister of Equipment and Water, expressing his concern about the worsening water scarcity crisis in the country, despite the efforts undertaken by the state for years to address this issue.
The deputy pointed out that the structural drought phenomenon affecting Morocco due to climate changes, in addition to the increasing demand for water and sometimes the unwise exploitation of water resources, constitute factors that have exacerbated the crisis. These factors have led to a decline in water levels in most dams and the depletion of several water tables.
While the deputy commended the “National Program for Drinking Water Supply and Irrigation 2020-2027,” which was launched in response to high royal directives, he demanded more effective measures to achieve the national goal of ensuring all citizens have access to drinking water and providing at least 80% of agricultural irrigation needs.
In his question, the deputy called on the government to intensify efforts to complete dam construction projects of various types and to support the program for transferring water from basins with water abundance to those suffering from scarcity. Additionally, he urged the provision of necessary financial and technical resources to establish seawater desalination plants. The political actor also demanded a fundamental change in citizens’ culture regarding water consumption conservation and emphasized the need for strict enforcement of the Water Law to combat water theft. He also highlighted the necessity of reviewing the national agricultural policy to align with the reality of water scarcity, stressing the importance of strengthening the structure of bodies responsible for water management at both the national and local levels.
